Consultation of actors in the CH4, H2 and CO2 markets: Future prospects

A two-way process

An ongoing two-way process to allow assessment of transport infrastructure requirements


Following a successful initial consultation dedicated to actors in the H2 market in 2021, NaTran (formerly GRTgaz) and Teréga have joined forces once again to cement this interactive approach and extend it into 2025.

The two French gas transport operators launched a consultation process on 4 April 2025, aimed at all actors and stakeholders in the H2, CO2 and CH4markets. 
It should help them develop their joint vision of transport needs into 2035, but also shape the ecosystem by providing a medium- and long-term view of current and future customers’ H2, CO2 and CH4transport infrastructures, and finally confirm certain assumptions which will be an important element of Ten-Year Development Plans (PDDs). 

This consultation is intended to be repeated on a regular basis, to ensure that the changing needs of actors are taken into account, and to guarantee that the joint development process will indeed be in the general interest. 

A wide-ranging consultation based on shared documents

It demonstrates how NaTran and Teréga want, on the one hand, to seek out a wide range of views on the methodology and assumptions underpinning their various analyses to meet their current obligations and, on the other hand, to anticipate the transitions which will be required when the 4th European gas package on the hydrogen and decarbonised gas markets is put into French law.

Exchanges with actors and stakeholders will be based on narratives, scenarios and analyses shared by NaTran and Teréga to:

  • Underpin their analyses of changes in CH4 flows by 2035;

  • Clarify the H2 roadmap;

  • Feed into the CO2 roadmap.

Who is this process for?

These consultations are accessible to all actors and stakeholders in the CH4, H2 and CO2 markets, be they network operators, industries, infrastructure managers, public and institutional actors, or professional associations and academic actors.

What are the dates?
  • 4 April 2025: Launch webinar with information about the consultation approach

  • 13 May 2025: Half-day themed workshops:

    • A workshop dedicated to hydrogen as an energy carrier, with a particular focus on development scenarios for that market;

    • A workshop dedicated to CO2 logistics

  • 3 June 2025: Workshop on the methodological framework and assumptions to consider when analysing developments in CH4 flows by 2035.

What are the key events?
  • Launch webinar

NaTran and Teréga will present the process and the framework of assumptions on which they propose to build their prospective analyses governing developments in the transport networks. They have also developed a number of broad narratives or scenarios concerning developments in national and import/export trajectories, looking at the regional view. 

The aim of the consultation is to check that the range of scenarios covers the uncertainties and developments envisaged by the different stakeholders, and then to consolidate it with the help of contributions from the actors who drive the market. Those contributions will be gathered via questionnaires and technical exchanges during workshops and on-request bilateral meetings with NaTran and Teréga.

This is the framework of assumptions which will then be used by NaTran and Teréga in their different analyses. 

  • Themed workshops

In the workshops dedicated to H2, CO2 and CH4, NaTran and Teréga propose consulting experts on the different subjects in greater depth. This will allow them, on the one hand, to consolidate the framework of assumptions as a whole, and on the other hand, to discuss the tools and methods implemented by NaTran and Teréga to conduct the different analyses of their future vision for their infrastructures.

Why participate?

Participants in the consultation process: 

  • will receive aggregated information from NaTran and Teréga about prospects for changing needs and their impacts on transport infrastructures,

  • will be able to help construct the analytical framework (assumptions) on which NaTran and Teréga will rely when developing their future vision of energy infrastructures,

  • will help with designing networks that are built to closely match their needs and at the most reasonable cost,

  • and will have an opportunity to exchange views more informally with all participants.
