Introduced in 2015 by the law pertaining to the Energy Transition Act for Green Growth (LTECV), the National Low-Carbon Strategy (SNBC) is the roadmap to combat climate change.
It provides the strategic guidelines to implement, in all activity sectors, the transition towards a low-carbon economy and to achieve carbon neutrality by 2050, which is achieved by balancing emissions of carbon dioxide with its removal. To do this, the National Low-Carbon Strategy sets out short- and medium-term recommendations to cap greenhouse gas emissions: carbon budgets.
The next five-year revision of the SNBC will be preceded, for the first time, by the adoption of an energy and climate schedule law that will lay down the priority actions of the national energy and climate policy. As with the Long Term Energy Schedule, the SNBC will be updated annually to implement the guidelines of this law, within one year of its adoption, i.e. before July 1, 2024.
